Haryana’s Manufacturing Units Win with Exhibition Expense Reimbursement

Market Development Assistance Scheme - Introduction

The Haryana Government has revised the Market Development Assistance Scheme under the Haryana Enterprises & Employment Policy-2020 to support Micro and Small Enterprises (MSEs) across the state. This revision aims to facilitate MSEs in accessing new markets by providing financial support for participation in national and international exhibitions, addressing the challenges and opportunities presented by the global economic landscape.

Market Development Assistance Scheme (MDA) Rapid Consulting

Objective

The scheme is designed to assist MSEs in overcoming one of their significant challenges: marketing their products. By financially supporting MSEs to participate in exhibitions at the national and international levels, the scheme aims to create marketing avenues for their products, thereby enhancing their global competitiveness.

Quantum of Assistance

MSEs are eligible for reimbursement of expenses for one national and one international exhibition per financial year, including:

75% of space/participation charges, shipment/transportation charges, cost of display material/product literature, and stand construction/designing charges, with a cap of INR 4.00 lac for international exhibitions and INR 3.00 lac for national exhibitions.

Economy class airfare and boarding charges, with a total cap of INR 1.50 lac for international exhibitions and INR 75,000 for national exhibitions, making the total assistance up to INR 5.50 lac for international and INR 3.75 lac for national exhibitions.

Commencement and Applicability

Effective from the date of the revised notification, the scheme will remain in force until amended or superseded. MSEs participating in fairs/exhibitions after January 1, 2021, and before December 31, 2025, are eligible under this scheme.

Eligibility

Eligibility extends to all Micro and Small enterprises in the state, subject to conditions such as having filed Udyam Registration Certificate and Haryana Udhyam Memorandum, not being on the restrictive list notified by the State Government, obtaining NOC/CLU from the competent authority if applicable, being in commercial production, and being in regular production at the time of reimbursement.

Procedure

Applications must be submitted within three months of the exhibition’s closing date or from the scheme’s notification date, whichever is later. The application process includes scrutiny by District MSME Centre officials and requires a range of supporting documents including Udyam registration, CA certificates of expenditure, participation certificates, and ZED Certification for international exhibitions.

Time Limit

Applications must be complete and submitted within three months of the exhibition’s closing date or the scheme’s notification date to retain eligibility for assistance.

Appeals and Penal Action

Appeals against decisions of the competent authority can be made within 30 days. Misrepresentation or false claims can result in the refunding of assistance with interest, legal action, and barring from future incentives or assistance from the State Government.
